וְאֶת־הַדָּבָ֥ר הַזֶּ֖ה עֲשֵׂ֑ה הָסֵ֤ר הַמְּלָכִים֙ אִ֣ישׁ מִמְּקֹמ֔וֹ וְשִׂ֥ים פַּח֖וֹת תַּחְתֵּיהֶֽם׃

So do this: Dismiss all the kings from their positions and replace them with other officers.
